Silver dragons are not quite as powerful as gold dragons, but that doesn't exactly make them weak. Silver dragons are similarly opposed to violence, but they are more friendly with humans and elves than gold dragons are. Where a gold dragon is tempted to lecture, silver dragons tend to befriend. Silver dragons are so fond of humans and elves that they spend most of their lives in human or elvish form.
